Frequently asked questions related to working with the Library

With the purpose of implementation of Government program of civil aviation aircraft flight safety approved by Resolution of the Government of the Russian Federation No. 641-r dd. 06.05.2008, and ICAO recommendations (DOC 9760 etc.), by the Order of Federal Agency for Air Transport No. GK-3-r dd.15.01.2009 a central regulatory and guidance library of civil aviation (CRGL CA) was established in FSUE GosNII GA. Thus CRGL CA establisher is Russian aviation authorities, and CRGL CA is one of official information sources (see section About library)

Cost of connection to CRGL CA depends on the amount of information and is determined with consideration to such factors as:
– number of aircraft types of concern;
– number of library sections connected;
– number of extra workstations connected (standard contract provides for connection of 5 workplaces);
– etc.

A workplace is a device a user uses to go to the library site. These can be a PC, laptop, pad, smart phone with any OS.

1. Legitimacy (validity, lawfulness) of flight crew operation manual verification by an operator or other organizations concerned with the use of CRGL CA is determined by Order of Rosaviation No. GK-68-r dd. 20.04.2009 On the use of data base of digital copies of reference flight crew operation manuals in central regulatory and guidance library of civil aviation.
   Verification procedure is described in Letter No. 7.1.14-686 dd. 05.05.2009 from Rosaviation Concerning flight crew operation manual verification procedure.
2. Flight crew operation manual data base is updated in compliance with Order of Rosaviation No. GK-69-r dd. 20.04.2009, and digital copies of reference flight crew operation manuals shall be submitted to CRGL CA users by or before April 01 and September 01 present year.
3. In order to perform flight crew operation manual verification, file a requisition. See requisition form and methods of filing at http://mlgvs.ru/en/bib_polz.html.
4. After requisition receipt, a contract draft and invoice will be sent to e-mail specified in the requisition.

6. After invoice is paid, login and password for access to flight crew operation manual of concern will be sent to your e-mail. Standard contract provides for access from five workplaces.
7. Flight crew operation manual verification can be proved for inspectors in compliance with Letter No. 7.1.14-686 dd. 05.05.2009 from Rosaviation Concerning flight crew operation manual verification procedure (para. 4.2) as follows:
   • applicable amendments to control and working (on-board) copies of operator’s flight crew operation manuals as of the date of inspection;
   • availability of work performance certificate signed by FSUE GosNII GA related to submission of updated version of digital copy of reference flight crew operation manuals effective as of the date of inspection;
   • availability of at least one operational and valid digital copy of reference flight crew operation manuals for each aircraft type at the disposal of an operator.
