Improvement of flight and aviation security oversight and monitoring are acknowledged by International Civil Aviation Organization (ICAO) to be the governing principle of the global strategy to increase civil aviation safety level. Implementation of the principle in determining risks and predicting flight safety and aviation safety hazard allowed ICAO to create approaches of continuous monitoring as part of universal flight and aviation safety audit program.

Within the framework of agreements between the Russian Federation and ICAO concerning participation in performance of continuous monitoring approaches as part of universal flight and aviation security oversight audit programs, Information and Analytical Center of Federal State Unitary Enterprise State Research and Development Institute of Civil Aviation has a number of projects aimed at intensification of interaction between Russia and ICAO concerning collection and processing of information on regulatory support in the field of flight safety and aviation safety control.

In framework of implementation of the projects, two on-line systems have been created:

• Aviation operation safety information monitoring system (AOSIMS)
• Aviation security information control (oversight) system (ASICS)
