Aircraft component check as per basic assessment criteria (p. 4.3 of the Procedure) requires for check of availability and completeness of records about aircraft component acceptance (signature-date-stamp, compliance of numbered stamps and signatures of QCD and Customer Acceptance (CA) responsible executives to valid ones at aircraft component Manufacturers). Is there a List of QCD and CA stamp numbers valid at aircraft component manufacturers? If any, where can the list be purchased, or whom should one address to clarify the question?
Ответ:
There is no such list on-line in aviation industry. In order to get information on numbers of stamps of AE manufacturers, please send a request to the manufacturer of a certain AE article.
Where can one take a form of requisition for aircraft component authenticity assessment?
Ответ:
A requisition for aircraft component authenticity assessment can be prepared in any form addressed to Director of IAC FSUE GosNIIGA, Valeriy Yuriyevich Brusnikin, with obligatory reference to aircraft registration number, priority of works, aviation enterprise credentials (to execute a contract for work performance), responsible executive, and contact information (E-mail, tel./fax).

Where can one take a form of requisition for aircraft component life cycle monitoring and authenticity assessment?

The requisition shall be prepared in the same manner as for aircraft component authenticity assessment (see our reply to the previous question)
More than a year ago, aircraft component authenticity assessment certificate was drawn up; is it possible to perform life cycle monitoring works and to support aircraft component authenticity assessment works?
Ответ:
The works can be performed provided that your aviation enterprise and its aircrafts are included into IAS AAM, the authenticity assessment works were performed by IAC FSUE GosNIIGA technicians, and regular information exchange (at least every three months) was arranged during works between aviation enterprise ICS and IAS AAM CDB of IAC FSUE GosNIIGA. In any other case authenticity assessment shall be performed in compliance with the Procedure as initial authenticity assessment.
What is required to draw up a certificate of life cycle monitoring and aircraft component authenticity assessment support?

Aviation enterprises which have undergone initial assessment of aircraft components shall undergo procedures as per paragraphs of section Work Performance Procedure during Life Cycle Monitoring and Support of Aircraft Component Authenticity Assessment available on the website.
Half a year ago, materials were submitted, and aircraft component authenticity assessment certificate was drawn up. The aircraft is sent for overhaul at aviation repair plant, and at the end of repair the aircraft is subject to certification. Is the certificate valid, during what period does the certificate remain in force?

In compliance with para. 6.3.1 of the Procedure, in case of aircraft component information update by FSUE GosNIIGA as part of works related to Procedure support at an aviation enterprise, the Certificate shall be valid for life. In the absence of aircraft component information update (para. 6.3.2 of the Procedure) by FSUE GosNIIGA as part of works related to Procedure support at an aviation enterprise, the Certificate validity shall be limited to validity of Airworthiness Certificate of the aircraft.
The aircraft owner is X company, aircraft operator is Y company. Which aviation enterprise shall draw up aircraft component authenticity assessment certificate?

Since Aircraft component authenticity assessment certificate is a technical document describing the state of components of a certain aircraft, the works can be performed and the Aircraft component authenticity assessment certificate can be prepared either by an aircraft owner or by an aviation company being an aircraft operator.
Which governing documents of aviation industry regulate aircraft component life cycle monitoring in case of requests to manufacturers to prove AE articles production?

In case a manufacturer has drawn up a duplicate passport for aircraft component on the blank passport bearing stamps of QCD and CA and the component is installed at an aircraft, is it necessary to send a request to the manufacturer?

The applicable regulatory documents allow for the duplicate completion procedure. In case a duplicate is executed with violation of completion rules, e.g. there is no information on the article service hours, repair work date, there is a reason to send a request to a manufacturer for confirmation of the article production and its service hours.
What activities shall be performed by aviation company if the following reply is received: “No back files have remained”, or in the absence of manufacturer’s reply?

In any case an aircraft component can be classified as a doubtful component, engineering and technical analysis shall be performed with the involvement of the manufacturer; in case of termination of the aircraft component manufacturer production activities,engineering and technical analysis shall be performed with the involvement of a repair organization which has a Certificate for repair of the component under consideration.
Which aircraft component log books and maintenance records shall be photo documented?

In compliance with Digital photo documentation technology, photo documentation is required for log books and maintenance records for aircraft components included into a list of life-limited units, as well as duplicate passports of the other aircraft units not included in the lists.
Which aircraft components shall be included into the exchange file?
Ответ:
An exchange file shall comprise aircraft components with limited life and service life. In order to simplify aircraft specimen certification, the file shall preferably comprise all aircraft components with duplicate passports.
What should one do upon expiry of the first calendar year from the date of aircraft component authenticity assessment certificate approval?
Ответ:
If in compliance with para. 6.3.1 of the Procedure aircraft component information is updated in a central data base of FSUE GosNIIGA as part of works related to Procedure support at an aviation enterprise, the Certificate shall be valid for life. If during the year no works have been performed related to aircraft component information update, the Certificate validity shall be limited to validity of Airworthiness Certificate of the aircraft.
What is included into aircraft component information update?

Aircraft component information update shall be performed through performance of the second stage of works related to aircraft component authenticity assessment by an aviation enterprise (para. 2.11.2 of the Procedure) – Life cycle monitoring and support of aircraft component authenticity assessment with execution of appropriate reports (Life cycle monitoring and support of aircraft component authenticity assessment certificates,
Integrated reports on evaluation of information about aircraft component current state).
In order to ensure aircraft component life cycle monitoring, an aviation enterprise shall arrange regular aircraft component information exchange (at least every three months) with IAS AAM CDB.
In case of irregular information submission or in the absence of information from an aircraft enterprise related to continuation of interaction (in the prescribed manner) related to life cycle monitoring and support of aircraft component authenticity assessment, Aircraft component authenticity assessment certificate shall lose its validity and applicability.
What shall be done if twin units are detected in the course of verification in IAS AAM CDB?

In light of the fact that many aviation enterprises use self-contained information control systems (ICS) which are impossible to be integrated into a common information space, information about AE articles circulation between aviation enterprises is entered into IAS AAM CDB long overdue.
As a result there are cases when CDB contains a large number of unit twins. In a number of situations these are virtual twins (the unit has been displaced to another aircraft or handed over to another organization with no changes made to ICS DB of an aviation enterprise); in a number of situations these are a result of operator faults, and in some cases these are the units with false log books and maintenance records.
FSUE GosNIIGA takes active measures to improve ICS of aviation enterprises by way of installing IAS AAM user modules and develop logic and input control system for the information cycling in the common information space. For the purpose of efficient improvement of information quality in IAS AAM CDB in the situation of the kind, FSUE GosNIIGA forwards to aviation enterprises a list of units which have twins either at your aviation enterprise or at other aviation enterprises.
Further steps are as follows:
- In case a unit at your enterprise is listed as a twin, it is necessary to take digital images or scan the following sections of the passport:
- Title page;
- data of preservation;
- acceptance certificate;
- circulation during operation;
- repair works performed;
- duplicate issue certificate (in case of a duplicate for the unit under consideration).
