Voluntary Certification System of the Civil Aviation Facilities (VCS CAF)

Federal State Unitary Enterprise State Research and Development Institute of Civil Aviation (FSUE GosNII GA) is a parent organization in the industry concerning aircraft equipment operation and aircraft airworthiness maintenance. Scientific and methodological support of domestic aircraft equipment safe operation has always been one of the top-priority activities of the Institute. Throughout its existence the Institute has performed a large package of scientific and research works and applications in the field. Results of the scientific and technical researches and implementation of the Voluntary certification system of the civil aviation facilities shall find their application in the Institute practical works concerning certification and evaluation of civil aviation companies and aircraft equipment articles conformance with the requirements to flight security. Use of scientific capabilities of FSUE GosNII GA will apparently allow to enhance quality of development and improve efficiency of regulatory and methodological support of civil aviation facilities certification.

In compliance with Federal Law No. 184-FZ dd. 29.12.2002 On Technical Regulation, in 2006 FSUE GosNII GA developed Voluntary certification system of the civil aviation facilities and approved it on December 25.

Voluntary certification system of the civil aviation facilities (VCS CAF) was recorded into Unified register of voluntary certification systems by Federal Agency of Technical Regulation and Metrology. Registration number is РОСС RU.В402.04ЦА00 dd. March 19, 2007.

Facilities certified in VCS CAF are 40 facilities in the following fields of activities of FSUE GosNII GA:

  1. Legal entities performing and supporting commercial air transportation and aviation works (commercial civil aviation operators).
  2. Aircraft equipment maintenance and repair organizations.
  3. Aviation inventory (AI) suppliers.
  4. Aircraft specimen.
  5. Suppliers of aviation fuel for air transportation.
  6. Organizations performing quality control of aviation fuel, oil, lubricants and special liquids for aircrafts.
  7. Legal entities whose activities are directly connected to aviation security and search and emergency and rescue support for civil aviation flight operation.
  8. Special technical facilities (equipment) for aviation security and search and emergency and rescue support for civil aviation flight operation.
  9. Laboratories (groups) for technical diagnostics and non-destructive testing of aircraft equipment.
  10. Aircraft single specimen.
  11. Education institutions performing adequate training of specialists in accordance with lists of positions of aviation personnel (Aviation Training Center of FSUE GosNII GA).
  12. Organizations providing aircraft flight organizational support (OFOS).
  13. Organizations performing airport activities for aerodrome flight support of civil aircrafts.
  14. Legal entities performing airport activities related to passenger services, baggage, cargo and mail handling.
  15. Legal entities performing airport activities related to flight electrical and lighting service.
  16. Terrestrial aircraft equipment for passenger services and baggage, mail and cargo handling.
  17. Terrestrial aircraft equipment for aircraft maintenance.
  18. Terrestrial aircraft equipment for aerodrome maintenance and repair.
  19. Special equipment for aviation fuels and special liquids provision.
  20. Organizations performing helicopter repair and recovery works (RRW).
  21. Flight simulation training devices.
  22. Aircraft engine, propeller specimen.
  23. Authorized center of aircraft equipment maintenance and repair.
  24. Technical facilities for aviation works performance.
  25. Organizations controlling aircraft weight.
  26. Metrological services of air transport enterprises calibrating special measuring equipment.
  27. Special measuring equipment used in air transport.
  28. Software for measuring equipment and information and measuring systems used in air transport.
  29. Test equipment used during aircraft equipment maintenance and repair.
  30. Measurement procedures (methods) applied during aircraft equipment maintenance and repair.
  31. Laboratories making reference standards for aircraft equipment diagnostic devices.
  32. Laboratories (subdivisions) analyzing composition of aircraft engine oils.
  33. Aircraft equipment non-destructive testing laboratories.
  34. Organizations performing training, administering exams and personnel certification in non-destructive testing in civil aviation.
  35. Aircrafts weighing below 5700 tons.
  36. Developer of an aircraft weighing below 5700 tons.
  37. Manufacturer of an aircraft weighing below 5700 tons.
  38. Organizations performing maintenance and repair of aircraft single specimens.
  39. Aircraft noise level at an applicant’s facility.
  40. Civil aviation heliports and airfields.

VCS CAF implementation applicability is proved in the following Agreements entered into with aviation authorities: No. GK-21/6-542/1122 dd. 16.04.2007 Agreement on cooperation between Federal Service for Supervision in the Sphere of Transport and Voluntary certification system of the civil aviation facilities, and No. D-08/07/506 dd. 07.09.2007 Agreement on cooperation between Federal Agency for Air Transport and Voluntary certification system of the civil aviation facilities, determining interaction procedure when arranging works related to evaluation of civil aviation certified facilities conformance as well as participation of Rosaviation and Rostransnadzor representatives in operation of the System’s governing bodies.

Thus, implemented certification system is a part of the state monitoring and control system for aircraft equipment operation.

Accreditation of civil aviation facilities certification centers is carried out in VCS CAF, therefore existing certification centers in accordance with their activities may undergo accreditation in VCS CAF as per certified facilities specified in the System.

Use of scientific capabilities of FSUE GosNII GA during evaluation of conformance of civil aviation facilities in the developed VCS CAF shall assist aviation authorities in enhancing efficiency of state monitoring and control in civil aviation.
