1. GENERAL

1.1. The Rules were developed in compliance with Article 21, Federal Law On Technical Regulation (Collection of Legislative Acts of the Russian Federation, 2002, No.52 (Part 1), Art. 5140) and Resolution of the Government of the Russian Federation No. 32 dd. 23.01.2004 On registration and amount to charge for registration of voluntary certification system (Collection of Legislative Acts of the Russian Federation, 2004, No.5, Art. 371) and are a fundamental document of System of voluntary certification of civil aviation facilities established by Federal State Unitary Enterprise State Research and Development Institute of Civil Aviation (FSUE GosNII GA).

1.2. The Rules determine intended use, principles, main goals, and structure of System of voluntary certification of civil aviation facilities, list of regulatory documents compliance with which is voluntarily certified, rules of procedure and procedure of certification works, mode of payment, members and their functions.

The Rules are not a regulatory legal act.

1.3. Full name: Voluntary Certification System of the Civil Aviation Facilities (hereinafter System).

Short name: VCS CAF.

1.4. The system supports voluntary certification of civil aviation facilities (hereinafter referred to as voluntary certification) throughout Russian Federation.

1.5. The document is mandatory for implementation by all System members.

1.6. The System is completely independent and is not part of other certification systems.

The System has its own forms of certificates of conformance (appendix 2) and conformity mark. Certificates of conformance can have appendices specifying activity or product peculiarities to be certified.

1.7. Certification in the System does not replace mandatory certification as provided for by Legislation of the Russian Federation as well as valid monitoring and control systems.

1.8. The System is open for participation for all organizations of various organization and legal forms admitting and performing its rules.

1.9. The System envisages free access for service providers and consumers in civil aviation, public organizations as well as all other organizations concerned, enterprises and individual persons to information on System activities, its rules, participants and certification results.

1.10. The System can interact with foreign, regional and national certification systems of other countries concerning voluntary certification including certificate attributes, compliance factor, and test results.

Interaction with other certification systems is performed based on agreements entered with them.

1.11. Based on the fundamental document with the purpose of its development, regulatory, organizational and methodical documents were developed defining various System functioning aspects.

1.12. The Rules use basic definitions defined by Federal Law On Technical Regulation and Air Code of the Russian Federation.
